Count Nouvellune is a mysterious supporting character that appears in Fuga: Melodies of Steel 2.
Count Nouvellune is a fictional antagonist who is first introduced in Fuga: Melodies of Steel within the meta-fictional comic book of the Adventures of Sucre. In Fuga: Melodies of Steel 2 a mysterious supporting character dressed in the same fashion as Count Nouvellune appears in-between chapters at the various ports. He uses the same name as the fictional villain and greets Malt Marzipan, handing out copies of the comic book. It is implied he might be Lunet, the author, in disguise. Although he seems to be relatively harmless, his interactions with Malt progressively make it apparent, even to the boy, that he knows more than he first lets on.

Biography
A mysterious man in a well dressed plague doctor uniform who takes on the appearance of Count Nouvellune from The Adventures of Sucre, little is known about the identity of this individual.

He appears to be a human, with the exposed portion of his face from under his mask showing no fur, a human ear with several earrings, and a thin white mustache. Whether or not he is a human survivor of the Old World, a Hybrid, or something else is currently unknown (as of Fuga 2's true ending, he confirms that he is aware of the Old World and behaves as though he was once part of it).
Physical Appearance
Count Nouvellune is an old man of a medium build and seemingly tall stature. He has messy white hair and pendant earrings on what appear to be human ears. He conceals his face underneath a beaten up wooden bird-like mask, and wears a full dark indigo suit and white gloves that further conceal his appearance. Underneath his mask, he appears to have no fur while sporting a thin white mustache and a short beard.

It is heavily implied via the Count's own occasional slip of tongue (which he has a very poor habit of controlling) that his true identity is Lunet, the mysterious, never publicly seen author of The Adventures of Sucre. This is also very apparent when Malt is given the option to confront him about his true identity through multiple interactions with him, and how he notices that Count Nouvellune coincidentally happens to always have the latest issue of the Sucre comics on hand to gift out to children.
Personality
Count Nouvellune acts like a clueless old man, often forgetting things and misjudging situations repeatedly, such as mistaking Malt and Vanilla for a couple, despite their insistence that they're not. Regardless of his subsequent apologies, the next time they meet, he will again mistake them as such, much to their embarrassment and frustration.

Despite his secretive appearance, his only motivation is to seemingly make children happy with his works, always handing his comics out for free to children without charging for them (even as money returns as a trading medium to Gasco in the second game).
Despite this apparent foolishness, he often makes ominous comments that reveal his awareness of ongoing and upcoming events, making Malt suspicious and curious about his true nature. When questioned, he is dismissive and avoidant, often leaving the scene immediately with poor excuses every time. This attitude alludes to his longevity and true identity, being that of a deceitful man who knows more than he should and plays dumb when he is found out.

That said, his only motivation seems to be making children happy with his works, always handing his comics out for free to children without charge (even as money returns as a trading medium to Gasco in the second game). He also comforts Malt when he seems down and appears to actually care for the kid.

Count Nouvellune (ヌーヴェルン卿, Nūverun Kyō) is a fictional antagonist who is first introduced in Fuga: Melodies of Steel within the meta-fictional comic book of the Adventures of Sucre.

Fuga: Melodies of Steel 2

A man dressed like a plague doctor appears at the first port of the game just as Malt Marzipan is preparing to load the Tarascus onto an airship. Malt recognizes his attire as being similar to Count Nouvellune from the famous The Adventures of Sucre comics, catching his attention. When Malt exchanges names with the stranger, the man only refers to himself as Count Nouvellune. The Count gifts Malt the first issue of a new series of The Adventures of Sucre before taking his leave.

The Count continues to cross paths with Malt throughout the game, always appearing whenever he arrives at a new port and is about to board an airship bound for another region of Gasco. Each time, the Count gifts him the latest issue of the comic series and occasionally offers kind words of advice to lift Malt’s spirits, especially when he grieves Hanna Fondant's death.

At one point, he encounters Malt and Vanilla Muscat in the middle of an argument and misinterprets it as a lover's spat. After learning Vanilla's name, he continues to meet the two at various ports, still thinking them a couple.

When the Belenos is fully completed and takes off to revive the Vanargand, it attacks the local port of Valinco, destroying all the airships to stall Malt’s party. Count Nouvellune, who happens to be nearby handing out comics to children, quickly takes action, leading a successful evacuation just before Malt arrives. After the Vanargand's destruction

The Count's last appearance largely depends on which specific ending of the game is reached.

Canonically, Malt and his friends succeed in defeating Cayenne Riesling and his reawakened Vanargand, earning recognition as heroes. Nouvellune later sends a letter to Petite Mona addressed to Malt, alongside with the last issue of the comic book. He congratulates him on his journey, and commends Malt for doing the right thing by giving up the Taranis. He believes that it is a wholly destructive power, one that many would covet and wish to control for themselves. He ends the letter stating that the people of this new world are all worthy successors to the Old World, signing off as "A meddlesome old man".

The comic, as in the first game, concludes with Nouvellune admiring the moon, this time more explicitly hinting at its involvement within the events of the currently upcoming Fuga: Melodies of Steel 3
