Shayne Muscat
Shayne Muscat (シェイン・マスカッツ, Shein Masukatto) is a posthumous minor character featured in Fuga: Melodies of Steel 2. He is the president of the Free Lands of Gasco and the father of both Cannelle and Vanilla Muscat but is murdered in a staged car crash as part of a revenge plot by his old friend Cayenne Riesling. Cayenne proceeds to disguise himself as Shayne and act as the president of Gasco in his stead.
Physical appearance
Shayne is a tall, middle-aged Felineko man with light brown hair of medium length and lighter brown fur. While disguised as Shayne, Cayenne is dressed in formal presidential attire, consisting of a blue suit jacket with golden epaulettes and a white collar on top of two other coats, a white neckerchief, white gloves, red pants, brown shoes, and a wooden cane. A bandage is wrapped around his forehead to cover supposed burns.

History
Background
Shayne was a pacifist with a focus on domestic policy, but due to his pacifistic policies, he refused to give a large budget to the Gasco Army military in the past, a decision that General Merlot had a number of disagreements with him about, shedding more light on why they seem so ineffectual against the invading Berman mechanized forces. This eventually resulted in the Berman Empire easily invading and occupying the Free lands of Gasco, since the Gasco Army only had enough manpower to protect the capital city of Paresia.
After the children of the Taranis destroyed the Vanargand and killed Shvein Hax, the Berman Empire signed an armistice temporarily resulting in a ceasefire. Shayne would eventually refuse to be given more than the necessary amount of reparations from the Berman Empire following the war. He also signed policies allowing former Berman soldiers to peacefully integrate into Gasco as citizens.
Due to Shayne's policies easily allowing the Berman Empire to invade Gasco, Cayenne Riesling's family would be captured and killed by Doktor Blutwurst in his prison camp experiments. Shayne's desire to forge peace with the Berman Empire conflicted with Cayenne's desire for revenge against his lost loved ones, resulting in Cayenne murdering the President of Gasco and secretly creating an illusion of him.
Fuga: Melodies of Steel 2
Cayenne disguised as Shayne appears briefly at the start of the game and introduces his daughter Vanilla to the Heroes of Gasco children in the hangar with the Taranis. He then leaves to rest in a nearby office building. The building is later seen burning after the Taranis reactivates and destroys the hangar and nearby area, with Vanilla swearing vengeance on whomever was piloting the tank that caused her father's death.
